Multi location system for public garages and vehicle parking. All owned vehicles will be placed back to position after server restart

Are the preview vehicles synced across all clients ?

I could see it being an issue if multiple people try getting cars out at the same time would there to be a way to define spawn areas and a check to see which spaces are free upon preview or removal
