    Did you try to disable/uninstall your Anti-virus?
    NO
    Did you start Rockstar Games Launcher not as admin?
    Yes
    Also add what you already tried so far.
    deleting RDR2 and REDM and reinstalling
    checking if there is corrupted files through steam and it came back negative
