Did you try to disable/uninstall your Anti-virus? Yes
Did you start Rockstar Games Launcher not as admin? I’ve tried both ways
Also add what you already tried so far. uninstalling, reinstalling, rebooting, trying it with the steam login, trying with the rockstar login, reopening the base game, moving the base game from C to D drive and back.
