Did you start Rockstar Games Launcher not as admin?
yes
Also add what you already tried so far.
- VPN is always disabled. I use NordVPN.
- I’ve reinstalled both RDR2 and REDM.
- Disabling Firewall
- deleting cache, server cache + priv server cache
