Street Label not working

yo, so ive been trying to add this to my server, but idk why it doesn’t work, i downloaded the file and put it in the resources file and wrote “start streetLabel” in the server.cfg and nothing happened when i join. Is this because it was made in 2017 ?? can i get some help?
