Afaik, that is not a scaleform. I think R* does it with Draw_* natives (or at least that’s how I replicated them)
But I also think ScaleformUI - A lightweight, fast and fun API provides that component as a usable UI.

indeed, TimerBars (that’s the name) are made with Draw natives
