Replaced vehicles not working

What is the issue you’re having? replaced vehicles arent spawning

What are you trying to do? replace vehicles in my server

What have you tried already to fix the issue? Replaced vehicles are not replaced

i’ve tried for hours to make this work, i’ve searched countless posts, the two linked are the only two left i have pulled up, i’ve tried youtube videos, nothings working. i keep making forward progress (i think) and backwards. i’ve come across mistakes i’ve made and fixed those but i’m at a deadend. i didn’t want to make another topic about this but i couldn’t find any that were helping. when i load in game, none of the police cars that i’ve tried to replace will even spawn, not the original model and obviously not the custom model. if anyone could help that would be great.
