Some of the F1-12 key don’t work in vehicles, I don’t believe that has anything to do with the menu it’s self.
So you want it to say POLICE TOOLBOX at the bottom of the menu??
No I dont, Only at the top. What I mean is So the Main menu It should say MAIN MENU. Then If I click on Police ToolBox, The MAIN MENU text will change to POLICE TOOLBOX.

You would need to change eithet the title or subtitle of the menus.
You would need to look for Config.LEOAccess and/or Config.FireAccess in the config.lua set those to use ACE perms (the correct value to set them to is right above)
Then head to either your server.cfg (or permissions.cfg if you have one) and add sem_intmenu.leo and/or sem_intmenu.fire to groups you wish to give access to.
Had some problems configuring it then i went to their support discord and got instant help!
