RedM wont update local game data

Legit or Pirate copy? Legit
Steam/Epic Games/Social Club? Steam
Windows version? 10
Did you try to delete caches.xml and try again? Yes over 10 times

What did you do to get this issue? Everytime I download RedM it says it needs to update local game data. Every time it gets to 60% it crashes. Then I try to launch and it never works. I have tried 5 times and it does it every time.
What server did you get this issue on? Not server related

Did you try to disable/uninstall your Anti-virus?
Did you start Rockstar Games Launcher not as admin?

Also add what you already tried so far. Deleting and reinstalling over 10 times.
