RedM startup launches RDR2 instead of bringing up mod menu

What did you do to get this issue? First time startup. I instructed my friend who purchased the game with me and he had no issue. I did the same thing and this keeps happening. Installed and reinstalled RedM and RDRO countless times.
What server did you get this issue on? First time startup.

Did you try to disable/uninstall your Anti-virus? Yes
Did you start Rockstar Games Launcher not as admin? My computer requires start as admin so no.

Also add what you already tried so far. Redownloading and installing RDRO and RedM numerous of times.
