Players freezing and teleporting

Over the past few months I’ve been getting this really unique glitch where everyone in the street will freeze momentarily and then teleport to where they actually are and other people tell me that from their perspective I’m the only one doing it. During this time their teamspeak voice is still perfectly fine and I experience no such thing with other games so it’s not or doesn’t seem like a latency thing. This has been going on for longer than a month and I was hoping that it was just momentary between updates etc but it’s never ending and makes doing any worthwhile RP (like a chase or even travelling with people) impossible.

Edit: I should also note that while it is server specific I have been working away lately and playing on the same character on a laptop without any teleporting issues. So the laptop works fine but not my PC with the same steam connection to redm.

WHAT I’VE TRIED:
Reinstalling redm
Reinstalling RDR2
Reinstalling Windows
Opening as many ports as I could find listed.
Manually choosing DNS
Factory resetting Router (after port forwarding failed)
