You have there just normal static npc and one is interactive.

Can you give us a little more info on what it does? I notice both ESX & Standalone, but what exactly does it do? Does it give them a menu option? Does it notify on duty cops that someone needs assistance?
Just talk with npc, you chose want call pd or not
if you call pd, all pd in server online get notification about someone is on reception
if you have dispatch its already setup also setup for normal notification.
