Did you try to disable/uninstall your Anti-virus?

Did you start Rockstar Games Launcher not as admin?
i didn’t start it as administrator

Also add what you already tried so far.
De- and install RedM
Update Rockstargames Launcher
Update Red Dead Redemption 2
