Getting "ERROR: 0x10023194 Unable to connect to Rockstar game services at this time please try again later" message when trying to launch

What did you do to get this issue? tried connecting to any server, game launches, but when going to play the online session in the server, it displays the error message

Did you try to disable/uninstall your Anti-virus?
