A static YMAP layout to set up a scenario for the Police/Fire/EMS communities looking for new scenarios.
These are static scenarios which require your planning and set up. To add some realism and life to the situation, you need to organise civs to be workers, patients, bystanders etc,set fires, place vehicles etc, so when you dispatch your Fire/EMS teams, there is an active situation going on.

A tower crane has collapsed at a work site. People are trapped in crushed vehicles and the crane operator is still in the cab.
This would be a one time use scenario for your teams
