I understand corect, if u want to orde blackmarket NPC u need an item - phone , u use the phone and then NPC drives to u?
Time to use blackmarket is changeable? i guess 15 seconds is too low 
And mby u can add in future some rep system to blackmarket? like at start u can order some smole items, then if rep increasing u can get more stronger and rare items?
The phone can only put what you want as an example, you can update the time, the rest is completely up to you, We are considering many updates according to the supply and demand situation.
can you change the item that u use to call the blackmarket also can it take dirty money
