If they are vanilla cars, that is, the model gives the similarity but not the idea that it is precisely that type of model that can be bought in reality, then it may be fine. Debadging, i.e. removing only the logo/brands, is not necessary so the model itself must be completely different

There you solve it by managing the roleplay. Guaranteeing and writing in the regulation that it is forbidden (example) to talk or say about real cars with registered trademarks. Even if it’s a bit useless.
No, you cant. The rights of said car model is still owned by the manufacturer. There’s quite literally not a singular polygon differing your vehicle models from the real cars, except for them not having the logo.
It is quite clearly stated by FiveM that de-badging is not enough.
