Did you try to disable/uninstall your Anti-virus? No
Did you start Rockstar Games Launcher not as admin? No
Also add what you already tried so far.
Attempted rebooting multiple times, updating drivers, restarting PC, reinstalling multiple times, updating files, setting vulkan to direct X12, forcing redM & Rockstar launcher & RDR2 to use nvidia GPU. None made any noticeable change.
