(10) You will not use the Services to create, upload, or distribute Material or engage in conduct that depicts, promotes, or supports violent extremism or terrorism. This includes any Material or conduct which is reasonably understood as endorsing or supporting extremist violence or the perpetrators of such acts; and promoting extremist ideologies or conspiracy theories that encourage or incite violence against others.
I’m not a lawyer, but this seems to restrict the creation of content that they consider to be an endorsement of violent extremism and terrorism and its perpetrators. This restriction is in to restrict support of various terrorist groups and proscribed extremist groups.
Russia isn’t considered (at least on a global, legal standard) to be a terrorist group. Making something that endorses war crimes committed in Ukraine by Russian forces would probably get you in trouble, simply having a generic Russian army force would (in my opinion) not cross this boundary.
You’d probably get in trouble with recreating Wagner, which is considered a Terrorist group by France, the UK, Ukraine, and other organizations that Rockstar wouldn’t want issues with.
If you’re unsure/unwilling to take the risk, it’s better to just stick to made-up placeholder countries. Players will understand that a country named Rustanski with a white-blue-red flag or variation of it is a stand-in for Russia.
