I have a HDD not sure which one. But I run around 100fps on GTA V online. But fps drops down to 47 (max) in FiveM. When I drive too fast on a server fps drops down to 30 and I start getting stutter and lag spikes. Will SSD improve this since DISK is always on 100% Usage? CPU is fine. GPU is fine. Changing resolution from 1920x1080 to 800x600 has 0 impact. 
How much RAM do you have? Are you getting /!\ Resource time warning messages in the corner of your screen?
I have 8gb of ram. And yes I usually have it on “vrp - 7ms”

i will be getting a samsung evo 860 500gb really soon and ill be transfering fivem from my hdd to my ssd. ill reply to you how it runs and what are the differences
