That’s a common routing issue, as a general troubleshooting tip run the following two commands in your cmd.exe as Administrator:
netsh winsock reset
ipconfig /flushdns
Then restart your PC and router. If it remains slow you need to contact your ISP staff for assistance, it’s very likely that P2P connections are throttled by your ISP (common thing in some parts of the world) and that’s causing the slow download speeds.
