Possibly because the server you are playing on has a script that only enabled the minimap if you are in a vehicle. That is the most common use of this.

You have resources installed, including what looks like vRP. Maybe you didn’t change anything, but whatever scripts you installed do.
This is not default FiveM behavior. What resource is doing this? No idea, that’s for you to find out.
Search for DisplayRadar or HideHudComponentThisFrame in your scripts.
