I would find a whitelist script, such as esx_whitelist (which does not require esx) and use it for the whitelisting feature, and I would find a vehicle shop script, such as [Release] Vehicle shop by Arturs and edit the whitelist script into the vehicle shop, so only people on the ‘whitelist’ could open the menu
