When trying to join a server it says steam must be running i am on windows 7 but i worked for about 10 mins and now will not let me on

Sounds like the server you are trying to join has Steam Auth enabled. Meaning you need to have steam running before you try and get signed into that particular server.
I have this on all my servers.
Also Windows 7 is very buggy with FiveM, you should consider upgrading to at least 8.
