couple of questions -

does this change the actual metadata of the weapon, so that evidence scripts that use serial - would display the scratched serial number?

can the minigame for the forensic tool be changed to a custom minigame?

Hello! Yes it does change the actual metadata of the weapon. So evidence scripts would display the scratched serial number. For your second question, unfortunately you cannot change the minigame to a custom one by yourself, instead we would have to make that change for you.
