Try to activate it in the options. You need to use the original Voice chat from GTAO.
and in FiveM its was disabled for me in standard setup. So i activated it and set it to push to talk with an button.
There was an update 
It also fixes the Police vehicle colors that they cant be changed. Its nice too
Voice chat works, but if you want blips overhead, you need star resource.

And btw how can we save weapons?
Would love to have them until you die. On an relog they are gone
If weapons are moved to your internal inventory, they are saved on the server.
Have you something to fix that?
fyi, Adding the hash for Cop01SMY did not work it just resets you to your citizen char
