100 MBbit is too slow if you’ve got many plugins.
4core and 16gb might seem enough if you are planning on running less than 50 plugins per server and restarting them every 4 hours.

What, if I’m running 500 Mbit/s with 150-160 resources?
I was running 135 resources on a 4gb ram with 1gb/s connection and was always over 3+gb after one hour or so, it was always 20/32 or so.
The ram is good as long as you keep the restart on time and have the plugins completely optimized
remember you’ll be most likely running apache and mysql on the same host.
