So I’m currently running FiveM and GTA on a really bad 500gb laptop HDD with Windows 10, because my game likes to stutter I’m planning to add a 240gb SSD, will FiveM run smoother if I have Windows and GTA on the SSD and will 240gb even be enough?

240 gb will be enough to hold gta v since gta is only about 100gb on a good day. Having an ssd will improve load times for both gta v and fivem but honestly the performance within the game is more reliant on your hardware specs. However, streamable assets and transitioning between different areas of the map should see less stuttery and smoother loading due to the ssd. As with anything, take this with a grain of salt and do a big of research of your own to see which hardware upgrades would be the best for your scenario. But I would say that an ssd is never a bad idea.
