Unable to use a some keybinds in a server on my laptop

I think this is the right place as it is client side for me. I understand opening things up in servers is resource side, however this only happens on my laptop. On the Home-PC as a desktop so it’s own keyboard it does work.

On my laptop, a lot of keybinds do not work. So anything that requires Alt or Ctrl with another key input doesn’t work. For eg on the server I play on Alt+Z brings up the player list, this doesn’t work on my laptop. Page down and page up functions in the server don’t work (they are on numpad keys 3 and 9 respectively) even when toggling numpad or trying to use function or alt keys. Has anyone else had this happen? Or knows a way to fix it? Trying to resert keybinds and change keybinds in the GTA5 keybind list doesn’t work.
