so far i have tried to install FiveM from the official website. my computer’s antivirus tries to move it to quarantine but i make it an exception. then when the installation begins the error message above is displayed. i have also tried searching for FiveM in “this pc” in file eplorer. i then deleted all of these files and the same thing occurs

Probably because your antivirus is still active. Completely disable or uninstall it. Some antivirus software is more aggressive than others when it comes to disabling them. Some even stay active in the background despite you disabling it.
You would need to create an exception for FiveM.exe AND all files and folders where FiveM is installed in (usually %localappdata%\FiveM
