I even went to check if i was in beta mode on steam, i am not.

Close FiveM and Steam if your using steam, you may need to go into the task manager and end steam process, then launch steam and let it cycle update check and load up, then launch FiveM
Ive closed fivem, i closed steam, i have restarted my pc, i even checked to make sure i was not in beta mode on steam, but this issue is still here for me.
UPDATE:
I have found it to be my personal server, i dont understand why its doing it.
I run ESX, but i dont have whitelist at all, so i don’t know.
