How to change the announce of tx admin? So that you can use it with custom notify, for example. Or where can you find the tx admin files that are responsible for this?

You have to test yourself but under citizen/system_resources/monitor/scripts search for txAdmin:receiveAnnounce and try replacing it with your custom notify
If you update your server artifacts then your changes will be overrided and you have to do this again
EDIT: This information is outdated. I believe TxAdmin now allows you to disable default events and use your own txAdmin/events.md at master · tabarra/txAdmin · GitHub
