Try disabling antivirus and then remove caches.xml in fivem folder and try again

I had same issue, solution was removal of these files (debugger pointed out a link to system32 instead of the FiveM’s folder):
C:\Windows\system32\

Have a Soloution. It works for N1ce.
Go to your GTA 5 directory and delete these Files.
v8.dll
v8_libbase.dll
v8_libplatform.dll
After that it should work.
