This looks like an issue caused by a nearby MLO or “map mop” that you have or the server you are playing in has.
Does it look like this only in one location or all of San Andreas?
Does it look like this in any other server?
Do you have any map mods nearby?
i had that issue in other servers but i think that was my wifi… but now in this am invisible and textures are blurry, falling through map as well… or i just get an infinite black loading screen

Possibly, though you need to pretty much look at everything. I would start off with MLOs nearby. Those red white yellow warnings do specifically say “may cause texture bugs or city bugs” or something along those lines.
You could try lowering your quality setting I used to run ultra high on everything and was running into this problem lowering my settings seemed to have helped me. Worth a try if you still struggle with this.
