At completely random times, can not make happen on demand, but it is constant

Which antivirus/firewall software are you using?
Did you try to disable/uninstall your Anti-virus?
Not an issue with starting, always able to connect to server

Also add what you already tried so far.
Restarting and clearing server and client cache,
Updating NVIDIA GPU drivers,
Updating Windows,
