Important parts
What is the issue you’re having?
Stuttering.
Last week ran with no problems, now I have constant stuttering.
My FPS goes from 70 to 30 every second or so.
Even in the menu before joining a server my FPS goes from 170 to 70 every second or so.
What are you trying to do?
Play with a consistant FPS
What have you tried already to fix the issue?
Restarted computer
Closed all other programs
Nvidia control panel 3d settings
Validating GTA V files in steam
Deleted all cache
Ran the program in different window settings, fullscreen, windowed, borderless, etc.
Malware scan
Updated drivers
Reinstalled FiveM
Error screenshot (if any):

What did you do to get this issue?
Don’t know.
What server did you get this issue on? Be specific and name some, ‘all of them’ by itself isn’t useful!
As I said even in the menu this happens so this isn’t server specific, but I’ve tried a couple of the big ones just in case it was the server I usually play on.
Additional comments
No newly installed programs, nothing I can think of that would do this.
I understand that windows 7 is outdated etc. but this issue came from nowhere and I don’t think it has anything to do with my version of windows.
