Which antivirus/firewall software are you using? Windows defender
Did you try to disable/uninstall your Anti-virus? yes

Also add what you already tried so far.
Reinstalled game and fivem 3 times, added game and fivem to exceptions list for anti virus, deleted cache, fivem doesnt install mods to game when it loads into server.
