Streamed Clothes are loaded invisible in a localhost server

hello,
so iam new to doing these type of clothes i tried to edit textures of other clothes when i try in Openiv they work normally, but i wanna see them in the game and how they look, so i add them to my localhost server and using MenuV i try to create a mp character and try the clothes. they are there but they are not visible is there any solution.

You need the key from the key master in youserver

you need add your steam_webapikey in your server.cfg

i already have key added the key when i started the server its under the name (sv_licenseKey)
