[Steam][Legacy Edition] ROS/MTL still hasn't cleared launch timeout, Retrying ROS launch (attempt 2/3), attach‑to‑existing‑GTA not working

What is the issue you’re having?

GTA V version? Latest Steam Legacy Edition
Up to date? Yes, fully updated via Steam
Legit or Pirate copy? Legit
Steam/CD/Social Club? Steam
Windows version? Windows 10
Did you try to delete content_index.xml and try again? Yes, deleted inside FiveM.app/data/cache
Error screenshot (if any) No popup error, only log‑level timeout, no crash dialog
System specifications Windows10, >16GB RAM, modern NVIDIA GPU
What did you do to get this issue? Launch FiveM normally, it spawns Rockstar Games Launcher, completes account sign‑in (MTL says it’s signed in), GTA‑process loads all FiveM components, then hangs waiting for ROS/MTL launch clear signal. It retries ROS launch 2/3 and eventually fails / times out.
What server did you get this issue on? Happens before server browser, cannot reach server selection at all
CitizenFX.log file Attached, key repeating lines:
ROS/MTL still hasn't cleared launch (waited X seconds)
Retrying ROS launch (attempt 2/3)
.dmp files/report IDs Available in DumpServer output in log

If an issue with starting: 如果启动过程中出现问题:
GTA V folder screenshot N/A
GTA V/update/x64/dlcpacks screenshot N/A
Filepath to FiveM folder E:\game\fivem
FiveM client folder screenshot N/A
Did you try to disable/uninstall your Anti‑virus? Yes, temporarily disabled Windows Defender real‑time protection for testing

Also add what you already tried so far.

  1. Deleted FiveM cache folder and content_index.xml multiple times
  2. Clean‑installed Rockstar Games Launcher, confirmed account sign‑in works normally, native GTA5 runs fine from Steam
  3. Cleaned registry old leftover InstallFolder path for Rockstar Launcher, rebooted PC
  4. Tried attach‑mode workflow: start Steam GTA5, fully enter story‑mode gameplay, then launch FiveM; FiveM still goes through ROSLauncher flow instead of attaching to existing GTA process
  5. Added -noROSLaunch launch argument to FiveM shortcut and retried attach‑mode, no improvement
  6. Switched FiveM custom build version to 30804, issue persists
  7. Disabled global VPN/accelerator, only used game‑mode accelerator for GTA
  8. Tested both normal‑user and administrator execution for FiveM, neither resolves the MTL‑handshake timeout

Please also describe the issue you are having, providing as much information as possible will help us to help you. A good format you could use: what have you tried to do, what did you expect to happen and what actually happened.

Issue description:
I attempt to start FiveM from shortcut. FiveM invokes Rockstar Games Launcher, MTL reports successful account sign‑in with valid account ID. GTA‑process spawns and loads all pre‑gameload components without errors.
Expected: ROS‑MTL handshake completes, launch cleared event fires, FiveM proceeds to server browser.
Actual: It endlessly logs ROS/MTL still hasn't cleared launch incrementing wait time, after 40s triggers Retrying ROS launch (attempt 2/3). Second ROS service / launcher spin‑up repeats the same timeout behaviour. It never receives the launch‑cleared callback from MTL. Native Steam GTA5 works perfectly outside FiveM. The problem only occurs inside FiveM ROS‑launch workflow. Attach‑to‑existing‑GTA‑process mode does not trigger; FiveM keeps spawning its own ROSLauncher subprocess even when GTA5 is already running in story mode.
