Steam doesn't work and let me enter my whitelisted server

Yes, attempted to delete cache
No SS of error message
Gpu: 1080
Cpu: 8700K
Did nothing to cause issue
San Andreas Finest Roleplay and my FivePd server
No crash file because never got in server
No log file
No dmp files/ID’s

Which antivirus/firewall software are you using?
Windows defender and web root
Did you try to disable/uninstall your Anti-virus?
I did try disabling the antivirus
I have tried reinstalling fivem and reinstalling steam and gta.

My server that uses a steam whitelist does not let me in nor does the other server with a whitelist. I believe that my steam and Fivem are not connecting which may be due to the weird thing happening with my app data folder.
