[Steam] Could Not Validate Game Ownership – Tried All Fixes

What is the issue you’re having?

I’m getting this error every time I launch FiveM:

“Could not validate game ownership! If you are running this as administrator, please launch it as a regular user.”

I’ve tried:

  • Fully reinstalling Windows
  • Reinstalling GTA V (Steam version)
  • Reinstalling FiveM (tried Canary version too)
  • Creating a new standard Windows user (non-admin)
  • Launching FiveM without admin rights using batch file
  • Verifying GTA V files via Steam
  • Launching GTA V before FiveM
  • Logging into both Rockstar Launcher and Steam
  • Making sure Steam and Rockstar accounts are linked
  • Deleting FiveM cache and Rockstar cache
  • Launching everything in proper order

Still getting the same error. I’ve also attached the logs and a screenshot. Please help!

What have you tried already to fix the issue?

  • Created a new standard Windows user (non-admin)
  • Verified GTA V on Steam and launched it normally
  • Reinstalled FiveM (also tried Canary build)
  • Reinstalled Steam, Rockstar Launcher, and GTA V
  • Confirmed Rockstar and Steam accounts are linked
  • Cleared all FiveM and Rockstar cache
  • Used batch file with RUNASINVOKER to force non-admin launch
  • Confirmed FiveM is not set to run as admin anywhere
  • Launched in proper order: Steam > Rockstar > GTA > FiveM

What server did you get this issue on?

This issue happens before I even connect to any server. I can’t launch FiveM at all due to the game ownership error.

Additional comments

I’ve spent hours trying to fix this and followed every known solution — including reinstalling the entire OS, creating a new non-admin user, trying Canary builds, and verifying all account links. I’m confident this issue is either account-side or related to backend license validation.

Please help me resolve this. All logs, crash info, and screenshots are attached.
