Also add what you already tried so far.
I already have visual studio packs. I uninstalled and downloaded FiveM again. CitizenGame.dll is in the FiveM App Data folder.
You have an issue with starting the client, so please include the screenshots of GTA V folders and FiveM folder. Also disable your antivirus COMPLETELY to make sure the file doesn’t get blocked or quarantined.

I have only malwarebytes and Window’s own defender and I disabled them. I also deleted c++ 2015 packs and reinstalled them. I confirmed my files through steam and restarted PC. Can’t find anything i have not done but i will send a screenshot to my original post.
I see in your GTA screenshot that you have mods installed and also scripthook. Perhaps you have changed your GTA files so that Citizengame.dll cannot load.
So I would suggest deleting all GTA mods, scripthook etc and then verify the integrity of your GTA files with http://rsg.ms/verify
