SocialClub.dll is pre-packaged w/ the GTA: V game when you download. Keep in mind, you can’t simply download this. If this is not present, it means you either removed it or it did not install properly.

Try verifying your games integrity, using the Epic Games Launcher. Here is an article on how to do so.
