All of the examples that I found refer to setting it up via a free image-hosting website, like Imgur, with a permanent link. That’s probably your best bet here
You can send the image to private discord channel and use the url of the image.
Discord’s CDN rules are changing. All discord CDN link will only work temporarily outside of discordapp.
If you are hosting a database on your host using XAMPP, you already have a webserver. Just use that for your files if you need image-sharing.
for me discord still works you know when it will change?
It’s temporary. I do not know the time limit, but the image will 404 after a while and you will end up with a bunch of holes.

upload your server banner on an image hosting service (like imgur or for gifs gifyu). After that provide the direct link to the image:
sets banner_detail https://example.com/something
same for banner_connecting.
