Hi, my question is if its allowed that young people under 18 play on FiveM Servers? Because actually you need to be minimum 18 years old to play GTA V.

Yes, it’s allowed.
FYI there is no minimum age to play M-rated games like GTA.
No, i observed 12 year olds which were able to play GTA. 
Grand Theft Auto V is rated M for mature in the United States which means 17+ only.
The game is rated PEGI 18 meaning 18+ only in Europe.
I don’t know what other parts of the world rate it at, possibly 18+ only as well due to it’s violence, gore, strong language, drug use, in game purchases and now even gambling in GTA Online.
That said, to legally play Grand Theft Auto V you must have a RockstarGames account and to create one you have to accept the End User License Agreement which states this:
TO ENTER INTO THIS LICENSE AGREEMENT, YOU MUST BE AN ADULT OF THE LEGAL AGE OF MAJORITY IN YOUR COUNTRY OF RESIDENCE.
However, it also states this:
IF YOU ARE UNDER THE LEGAL AGE OF MAJORITY, YOUR PARENT OR LEGAL GUARDIAN MUST CONSENT TO THIS AGREEMENT.
So I believe that, no, you don’t have to be at least 17+ or 18+ to play the game. And I don’t entirely know the legal part of that with FiveM, but I doubt that they have any age requirements since it’s technically a modification.

In Germany it is not forbidden to play the game if you are below the age of 18. However noone is allowed to sell it to you in this case.
E.g. if your parents buy the game and you play it? That’s totally fine and legal.
But you yourself cannot buy it anywhere as it is simply illegal to sell the game to an underage person.
Anybody can join your server, but you can try your best to keep it 18+, but no one will truly know everyones age.
