is usually temporary and external, not caused by your server configuration.
Key points:
It happens even on clean servers (ESX, standalone, etc.)
Ports, SSL, DNS, license key are not the problem
The server continues to work normally
It’s often related to CFX server list load, TLS handshake resets, or Windows Server networking

As long as the server stays online and reachable, you can safely ignore this message.

How to tell:
If the server stays online and players can join, it’s very unlikely to be a real VPS problem
If it were the host, you’d usually see timeouts, packet loss, or disconnects, not just server list errors
