I’ve used FiveManage, I’ve used imgBB, I Posting, and the banner doesn’t appear at all.
From what I’ve seen, if you try to put a new banner on your server, it won’t appear because there’s a bug. If you inspect your server’s page on Google at https://servers.fivem.net and click on the banner and open it, it will appear, but on the server’s home page it doesn’t appear.
If anyone knows a solution that can help me, please let me know.

You use the wrong quotes in your server.cfg, use "" not “”
