I had something similair. At the end of the day it was a MLO that replaced a vanilla ytyp file. So i saw it in CW but not ingame. So you just have to find the ytyp of the prop. 
*Edit: Just search for v_utility.ytyp and check if you replaced the file on your server. If yes, that could be the issue.
thanks for replying, and the collision fix, that worked great. Yeah its strange, they show in codewalker but not in game… oh well, looks like another few days to spend looking for the proble

Ended up fixed within minutes, it was a clash with the 24/7 mod i had installed. Deleted it and fixed
We finally got something to fill that spot up!!!
