Basically I am looking for a script that allows you to blacklist vehicles for everyone, but whitelist them for certain people. The model blacklist script is out of date, and i think this would be pretty cool.

Cool, i just took a look and overall like it. But i was mainly looking for a standalone script

You could use my Whitelist script, doesn’t yet have a blacklist function however…
