I can’t a clear way on how to add replacement EUP. I watched a video and it stated to get the eup-stream.7z but I can’t find how to get the eup-stream.7z file.

Frequent issue for some reason, you’re going at it the wrong way - “EUP”, which is not synonymous with “custom clothing”, can be found on AlexAshfold’s Patreon for download. There are free releases of previous versions that you can find elsewhere, too.
To be able to use those files, they need to be made compatible with FiveM, unless they already are in whatever download you use, through ways that can be found online. Do note that you need either an Argentum+ subscription on the portal, or have 10 or fewer slots on your server for custom clothing to work, otherwise it won’t function.
